A review (Gaik et al, 2010) looked at the literature on the development of antisocial behaviours and I think that this article goes a long way to answering the question.
The article states some very interesting findings, a few of which I'll summarise:
Delinquency is heavily marked by family and personal characteristics in the first five years of a child's life.
Factors include: Family Poverty, Anti-social parents, history of family violence and poor parental practices.
Other personal factors exist such as temperament and attitude.
